Question concerning this cert. For a new character starting with this cert will they have an opportunity to go shopping in their back story with the coin given? That way a character could get items they likely wouldn't be able to afford at creation and likely wouldn't be easily available otherwise.

No mundane equipment yes.

See new fare rules for the campaign. Fate resets each adventure now.
