When opening the Character sheets, all I get is blank pages. Not sure if this is an issue on my end or on Google's though.

Also, apparently Peter and Patrick have the same build sheets.

I dont have any of the problems you described including the same build sheet issue

It seems to be problem with Google-Docs or the templates; if I do anything except open them in Acrobat (or Save As...), I get a blank page.

It may be a deliberate ploy by Google.

Maybe I was confused as the rules....I thought the gladiators had to be "campaign legal"....

Recent versions of Acrobat Reader almost always do that with form-fillable PDFs (which is why I don't use Acrobat except when I have to). I'd recommend PDF X-change but you'll need to install the "previous stable build" (at least for 64-bit OS) as they apparently introduced a nasty bug with form-fillable PDFs.

Also appears to have an Exceptional Katar, and two Exceptional Light Spears.

since that one came in at the deadline I have not reviewed it so it may have errors

With the rules for the contest, a character could have two exceptional weapons (one from heirloom and one from purchasing with the 6gc) but that wouldn't leave much money to spend on runes or anything else.
