If the fire damage bypasses AR, why wouldn't it bypass Fire AR? Does the fire AR say it protects from bypass effects?
Logical Answer: It's Magic and that's the purpose of elemental runes to protect against the elements.
Official Answer: The rules state this under the elemental runes worn on Armor and Shields.
"In addition, Runes bonus applies against <element> spells that would ignore the target's AR"
