Right, by this point you know the drill:

1. With the Telekinetic Might and Piercing Thoughts Persistent Abilities, if you manifest a power that makes multiple attack rolls, do you add your Manifesting Ability Modifier to all damage rolls or just one?

2. Can you stack the damage bonus of Subconscious Weapon Mastery and Telekinetic Might?

3. If someone fails to cast a teleportation spell because a Psion focuses Spatial Anchor, is the spell slot/mental foci wasted?

4. If an Item or Character Certificate has rules written on it, but it appears in a later publication with different stats (i.e the Ring of Reptilian Regeneration), do you use the original rules or more recent rules?

5. If a Skin Dancer dedicated to Jeggal Sag attempts to Shapechange into a Drake they have honored, are they restricted to Drakes one-half their Shaman level?

6. When using the Beastmaster Feat (from Codex Geographica II) are there any restrictions on what Beasts you may tame, or can you tame any as long as they are the appropriate CR?

7. If a 17th level Psion uses an expression to manifest a Force Puppet, does it add twice your Proficiency Bonus to its saving throws?

Ai yai yai. Vandom... So. Many. Questions. No one official but here are my thoughts...

The language of those powers is: "anytime you manifest a psionic effect or ability that deals... [the right kind of damage], add your Manifesting ability modifier to the damage dealt." To me that sounds like you only get to add it once. Is there a TK or Telepathy power that attacks multiple targets? The situation seems similar to the elemental blast cantrip of the Elder Warlock. There they specifically write, "When you cast elemental blast, you add your Intelligence modifier to the damage it deals on each hit." That language is clear, and the differences make me think that the TK and Telepthy powers are not as generous. On the other hand they work on all appropriate powers and not just cantrips.

Its a psionic ability so I say ... yes. You do need to be an 11th level psion to collect this bene.

Yes, that's what i think. Spatial anchor is an ongoing effect and looks a lot to me like a very limited form of Anti-Magic Shell.

A good rule of thumb is that more specific statements take precedence over more general ones. Another one is that certs do what they say they do. Unless there is something bent or broken about the powers on the cert then i would strongly suggest that you go with what it says for that particular certed item.

Yes. I think obviously. Why would they get an exception to the "Beast Spirits Blessing" without something that explicitly grants them such an exception? I would note that CRs don't link that closely to HD. So for example a 13 HD Wyvern (a subset of Drakes in Arcanis) is CR 6.

My understanding is that at this moment downtime actions are not allowed in the Living Campaign. On page 19 of that document it says: "In the future, the campaign plans on implementing downtime options and expanding crafting options. At the moment, we want to keep things simple and easy to manage." Which would seems to render the the question moot since you need to use downtime activities to train up your "pet." I confess that I really do not like this feat. Starting the game with a Tiger (CR 1) as a 1st level human is just ridiculous. My opinion. As a GM I am happy to put brakes on this at low levels. By Level 12 this is still cool enough that i'm looking at it askance. But by level 19 its just a disposable speed bump. In a home campaign what you can train is a question for your GM, but reasonable restriction based on environment seem ... reasonable.

Yes. You are giving up an action and a foci @17th level to make this happen (and your puppet has 30 HPs.) Get those attacks in before you opponent casts meteor swarm or chain lightning!

Fun Fact: RAW, using this feat, you can get a Dragonnel, Griffon, or Giant Eagle. Have fun with your party of level 1 Sorcerers that can fly without spells slots and rain arcane death from above.

The first level sorcerers have a hard limit on spell slots at least and some modest range limits on their Cantrips. And you know, Ymandragore probably solves this for a GM sooner or later.

Worse by far is a similar group of longbow rangers who could reasonably be expected to carry 60 arrows apiece. And no problems with Ymandragore to make them cautious...

Worst is a group of 6 fat and lazy (ig)noble patricians with no meaningful attacks, who just order their mounts to eat the opponents who show up in whatever into mod they are currently playing...

Any time you have flying like that it always raises the question of weight and effectively infinite damage. If you keep a bag with a few rocks in it slung over the bird somewhere, and you release it from significant height - what damage does it do if it hits? Admittedly the to hit should have terrible penalties, but so the damage should be devastating if you do hit, so if your character is otherwise ineffective it can be a fun thing to try, but is a real headache to adjudicate.

Of course, as a GM I've had dragons use that tactic on towns while staying out of ballista range, so turn about seems fair play....

I laughed when i read this. Because I remember this sorta happening in a home campaign. My youngest brother Nik was playing a goblin something with a robe of useful items and he was last as we fled up some kind of mine shaft, pursued by distant foes that were gaining ground fast. And for some reason we really didn't want to fight them. So he starts pulling s*** out of the robe and dropping it while we're fleeing and figuring sooner or later something good is going to drop and sure enough on what becomes the last round of combat he pulls out a ... tree. I will never forget the exchange that followed...

Greg the GM, in a small voice tinged with panic says: "There was a f****** tree in your magic robe?"
Nik goes, "Yeah I guess." [pause] "What kind of tree is it?"
Me: "Redwood! I hope?"
Nik starts laughing. The rest of us have a long awkward pause as Greg looks at everyone who also GMs hoping for a life line.
Janet, the DMs Girlfriend finally goes, "So maybe 10d6 and climbing checks to everything underneath?"
And then we were all laughing and nodding like greybeards around the BBQ. "Yeah that sounds right. Yes. Yup. Obviously!"

(I don't even remember what we were fighting.)

Yah, the problem with big dragons and attacking towns in D&D was that with 2,000 archers, it didn't matter how buff the dragon was, he couldn't pull a Smaug vs. the Dale because there were 100 natural 20's out there (unless the Dragon fear got them, but range, etc. was always questionable - could the archers fire before they were afraid - OK, magically frightened, I'm sure they were already afraid). So I figured these ultra smart elder wyrms could pick up very large things and start softening up the town at night from altitude, then move in still at night with some Smaug attacks, and then do whatever they wanted. You don't get old without doing your darndest to play it safe.

Loved the tree story by the way. That is the kind of thing I love in gaming.

Yeah, the only way a dragon should engage in melee is to go in for a kill, or because they're in a cave. Managing range is something players and DMs should learn to do. If you play your cards right, even Kobolds can become a mid-tier threat.
