It does seem like a weird hole that Sanctify Weapon lacks an Illir specific option, but given that Henry has opined here, its clearly not a typo or unintentional omission...
Which is exactly why I thought it was chosen - it was conspicuous by its absence.
Tony - You're right, I could have Pete whip something up and just smack it in there, and then say, "OK - its here, but everyone playing the Shared Campaign, ignore it", but I think you'll agree that wouldn't work very well.
I'm sure it will bug many "completists" out there, but it's not a devastating blow to the Illiirite priests or Holy Champions.
As for the Valinor that may or may no have been seen during the campaign, they weren't just hanging around - they were either working their own agendas (Fallen Valinor) or they were merely doing their duty, as they were told. I really don't think one of them would have stopped and said, "Oh by the way, I noticed a hole in your liturgy - here you go". That's not how I see Valinor.
As for Xabal, he may or may not have taught that Cant to his subjects. He was a Valinor but he certainly wasn't omniscient. In other words, he may not have known, couldn't or didn't want to have that Cant to be disseminated among the faithful. Another possibility is that it was taught to certain individuals and those val'Vasik are dead. Either way, for the time being in this Shared Campaign, it's lost to the ages.
