Another adaption from 7th Sea...

Caltrops (Equipment)
Caltrops are small spiked balls that are scattered on paths in order to slow down pursuers. A successful D4 Athletics (Agility) roll is needed to pass through an Area covered in caltrops. Failure means the pursuer may move no further that round. For every 1 rolled on the check, the pursuer suffers 1 damage. If the character’s Armor fails to absorb the damage, the character suffers a limp and –1 Pace for the rest of the scene or until healed.
Caltrops cost 5 Resource Points per bag. The bag can suitably cover an Area and weighs 2 lbs.

Cost: 5
Weight: 2 lbs.

Hmm. I'd allow someone to move through an area with caltrops at half speed (and no running, of course). 2 pounds of metal spread over an 18' x 18' square is enough to give caution, but not enough to cover it so completely that it takes a D4 check to avoid them.

The D4 check and penalties could be if you attempt to move through at greater than 1/2 Pace or are completely unaware of them.

All reasonable suggestions.

I'm not a fan of 1/2 Pace. Pace generally seems to average out at 3, which would give you 1.5 pace. I'm not sure the new Zone approach does well with half moves.

I'd be more happy to increase the weight by a pound. Or Pace -1. I'll have to review the rules for cautious movement rates.

Movement any faster through the area requires a D4 Athletics (Agility) roll. If the pursuer fails, he suffers 1 damage plus 1 additional point of damage for every 1 rolled. If the character's Armor fails to absorb the damage, he suffers a limp and –1 Pace for the rest of the scene or until healed.

Caltrops cost 5 Resource Points per bag. The bag can suitably cover an Area and weighs 3 lbs.

Cost: 5
Weight: 3 lbs.
