I think it's to balance the power and flexibility of casting. It's not really 'hard'. The "must have a hand free" is pretty common in almost any game with spellcasting. Some games even make you have material components on hand.

If you meet the prereqs then its only one talent to gain spell casting. That's not a high cost of opportunity. And you can do it in heavy armor unlike many systems...so again from a strictly power standpoint, why wouldn't you?

Lack of a shield puts you at a disadvantage vis-a-via other combat specialists who don't have to dedicate a hand to cast spells.
