Does Quick Talent reduce speed of maneuvers such as Lunge and Passing Strike, Flowing Sand, and Disengaing Strike?

No (Quick is very specific). None of those are a Charge-based Maneuver.

(Subjective question) Do you think there will be a move on the part of the PCI Rules team to errata Disarm Foe and/or Trip Foe Martial Maneuvers (not the simple combat maneuvers) to become "Base" maneuvers with a high enough (Maybe around +6-9) Melee skill? I ask because of the other number of ways (spells and maneuvers) of knocking foes prone that aren't advanced maneuvers that do no damage.

Currently, Small and Heavy Shields are the only weapons I've found with the ability to really knock someone prone with no downside. The weapon trick is able to knock someone down, damage them, and push their clock. There are weapons designed for these types of maneuvers that are not able to perform them as well as a shield. Examples include: Whip, steel whip, flails, quarterstaves, spiked chains, etc.

When you combine Flowing Sand (martial maneuver) with another Base Maneuver, does it allow you to make a maneuver attack against each foe instead of a basic attack? If not, how does Flowing Sand combine with other base maneuvers?

If so, how does it combine with TWF maneuvers (like Spinning Strikes and Trap and Cut)

The Quarterstaff was already listed as a weapon capable of tripping before the errata (Under the Trip Simple Maneuver).

My point is that weapons designed to trip opponents can't do as good of a job at tripping as a shield. They require a separate Talent (Trip Foe) which does 0 Damage, is Advanced, and does nothing besides knock the opponent prone. I had heard early on by the PCI folks (and players) that tripping was toned back in Arcanis because of the 3.5 troubles with it. However, looking at certain Tricks and Spells, this doesn't seem to be the case.

I'd just feel that the weapons designed to trip (and disarm to a lesser degree) should actually be good at it when you take a maneuver to do so.

When someone is stunned such as through a use of Stunning Strike, how long is the target in that state and granting tactical advantage? Is it to the target's next action?

Shield Slam is listed as a T.3 Weapon Trick for the Tower Shield, but is not listed as a weapon in the trick itself on pg.264
