I'm not certain that stacking rules do apply.
Certainly for Weapon Master, I would think Two-Weapon Fighting would in fact stack with it, because the Weapon Master text explicitly states that "this bonus stacks with all other Advantage bonuses." Several of the damage-related advantages have text to that effect, presumably because there are several such advantages.
Since Leaf Upon the Wind is the only other Advantage that confers an Avoidance bonus (in the core Rotted Capes book, anyway, which is all I have access to) and TWF is weird in that it is variable, it seems possible that not specifying stacking/not stacking between TWF and Leaf Upon the Wind was just an oversight. Thus, I'm curious what the game designers intended: stack or no-stack?
