Obviously I am a big fan of Game of Thrones. But I didn't realize or intend to "borrow" so nakedly from the series. That's an oops on me. If I had it to do over again I would omit that text when writing there mod. What I was thinking was that Maren was an island of stability in Almeric and Walden would want to secure the best smiths available (which doesn't mean world renown, but probably the best in the local area would move there given the chance). As a result the gear forged in Walder's Keep is probably better than what one might find elsewhere in most walled towns in Almeric. My opinion.
I think its also worth noting that the module was originally written for the Arcanis Roleplaying Game System which is lower magic than traditional D&D. However in that system, mundane goods come in different levels of quality. So in the original version of the mod, yes the items are of a higher quality than normal. In D&D that's just subsumed into the (expanded) kinds of gear you can get.
As Cody said "castle forged steel" is essentially fluff text. A suit of half-plate is potentially a great treasure in a low level D&D mod. And probably not something that the local smiths have the time and resources to make in most towns in Almeric.
