When you gain an exceptional quality weapon that is already speed 3 (like a dagger) what happens?

I know the speed doesn't drop any lower, but we have a local player who says the damage increases by 1 more (for a total of +2). I know that happens with the spell Celerity but I don't see language for that with exceptional weapons.

Thanks!

There is nothing in the rules to reflect this interpretation, so I say no.

The way the rules are written, an exceptional weapon of speed 3 or faster gains nothing in terms of the speed bonus.

The only benefit I can think of in that case would be Runes.
