Welcome to the forums! First off, yes you can absolutely alternate between online and in-person games. The Roll20 site essentially simulates sitting around a table with a group of players. You receive a cert at the end of an online game exactly as if you were playing in person. You just need to have access to a printer so you can print it out and keep a copy with your character to prove you played the online game.
As to joining this game, it is up to you. One thing to consider is that the Arcanis modules are all classified as 'hardpoint' or 'softpoint'. Hardpoint modules (designated by the code at the start of the title, such as HP1-01) follow the main plot of the campaign arc, and generally it is a good idea to play them in order. Softpoint modules (designated as SP-----) are typically stand-alone modules which can be played in more or less any order.
As a tier 1.1 character you could play HP1-11, but there will likely be a number of things which will make no sense to you as you haven't played the modules leading up to it.
Additionally, at tier 1.1 if you were going to join us for SP2-01, you may have some issues with being outgunned. As an Arc 2 module, the enemies are statted with the assumption that everyone is at least tier 1.5.
By no means am I suggesting you can't join us, I just don't want you to be surprised/disappointed if you either feel like you are missing story line or find that you are squishy. Let me know what you would like to do.
Another option for you would be to start a thread on the forum (as I have done) proposing a specific game at a specific time, and see if anyone else is available to play/judge. It really is a good idea to play the HPs in order.
