I think it was defining what [Limited] means in relation to maneuvers, as these are the first limited maneuvers to be printed. To be clear, I am not trying to do anything but clarify the intent and the as written of the rules.
I am 99% sure that the intent of the wording was not for Learn Martial Technique to bypass "Limited" restriction. I would err on the said of caution before building a character around this. It was clarified several times that the ability to 'ignore requirements' did not ignore requirements/restrictions based upon Race, Tier, or Limited, but did ignore things such as Attribute minimums, pre-requisite Talents, and pre-requisite Skills.
