Hey there. We (the Portland group) have a question about the Steam Blast cert.it has the following language:

Abilities/Effects: This ancient scroll contains the steam blast spell. A practitioner of the Elder tradition who is able to read Ssethric may learn this spell or add it to their spell book.
The question is if this cert allows you to learn Steam Blast
in addition to your normal compliment of sorcerer spells or if it just grants access to the spell and you have to use one of your known spell slots if you want it in your grab bag of known spells.
