The language of those powers is: "anytime you manifest a psionic effect or ability that deals... [the right kind of damage], add your Manifesting ability modifier to the damage dealt." To me that sounds like you only get to add it once. Is there a TK or Telepathy power that attacks multiple targets? The situation seems similar to the elemental blast cantrip of the Elder Warlock. There they specifically write, "When you cast elemental blast, you add your Intelligence modifier to the damage it deals on each hit." That language is clear, and the differences make me think that the TK and Telepthy powers are not as generous. On the other hand they work on
all appropriate powers and not just cantrips.

Yes, that's what i think. Spatial anchor is an ongoing effect and looks a lot to me like a very limited form of Anti-Magic Shell.

A good rule of thumb is that more specific statements take precedence over more general ones. Another one is that certs do what they say they do. Unless there is something bent or broken about the powers on the cert then i would strongly suggest that you go with what it says
for that particular certed item.

Yes. I think obviously. Why would they get an exception to the "Beast Spirits Blessing" without something that explicitly grants them such an exception? I would note that CRs don't link that closely to HD. So for example a 13 HD Wyvern (a subset of Drakes in Arcanis) is CR 6.

My understanding is that at this moment downtime actions are not allowed in the Living Campaign. On page 19 of that document it says: "In the future, the campaign plans on implementing downtime options and expanding crafting options. At the moment, we want to keep things simple and easy to manage." Which would seems to render the the question moot since you need to use downtime activities to train up your "pet." I confess that I
really do not like this feat. Starting the game with a Tiger (CR 1) as a 1st level human is just ridiculous. My opinion. As a GM I am happy to put brakes on this at low levels. By Level 12 this is still cool enough that i'm looking at it askance. But by level 19 its just a disposable speed bump. In a home campaign what you can train is a question for your GM, but reasonable restriction based on environment seem ... reasonable.

Yes. You are giving up an action and a foci @17th level to make this happen (and your puppet has 30 HPs.) Get those attacks in before you opponent casts meteor swarm or chain lightning!
