Yes, one can buy runes in the living campaign. However, there are restrictions on when/where one can buy one, what runes are available, and at what tier one can buy them at. FiM does state the cost and time Runesmiths needs to spend. IIRC, this cost in gp is the amount a player has to give the smith.
When/Where - One can buy one only during a mod that states there are runes available to buy. Usually, they can be bought at the end of the mod, but some DMs may permit sooner if they are generous enough (and the player can accommodate the time for the smith to do his/her work).
What runes are available/What tier? Usually a mod will state what runes are available and at what tier one can buy them at. Location plays a big part of this as certain runes cannot feasibly be at certain locations (ex: Blessed Runes of Altheres will be readily available in Altharian lands vs. say that of a Cancerese one). As for their tier that depends on both the mod and your character's level. If the mod states what tier level is greater than tier 1 then one can buy them as long as one meets the character level requirement. If it doesn't state tier levels, then only tier 1 is available (note: I do not recall if this has changed).
