Q&A is fine.

Heirloom still hasn't had either the [Specialised] tag added or errata text to allow it to be taken multiple times.

no need.. it's a foundation talent.. you may take it as many times as you want.. in character creation

Foundation talents do not allow taking them multiple times (no exemption from the 'only take a talent once' rule).
