See my similar suggestion that this also be the way val bloodline talents are handled. At least in the case of val bloodline, there aren't enough options available to require "number = tier" so I propose "number = tier - 1" (for both this and bloodline to keep them consistent). If there are at least two things in the game that work this way then I don't think it's too radical.

As I said above, I'd prefer that both techniques and bloodlines follow the count method (rather than a talent/technique of exactly tier-1) and, for consistency, suggest tier-1 (there simply aren't enough bloodline talents to require = tier).

. . . ummm, yes there are enough Bloodline talents to have at least 1/tier. There are 7 in total in a game designed around 5 Tiers of Play.

Not and have any options. If taking T4 requires a T3 bloodline then you have no choice (each family only has one T3). If taking a T4 requires 4 lower bloodline talents then you need 4 of 5 of the bloodline talents (which is very little choice). Also, gaining bloodline talents is harder than gaining martial techniques for martial archetypes (martial gets 2 techniques per advance but bloodline talents can only be gained via general talent advances (plus one from race)).

Just want to make sure I have this down...

To learn a Tier 4 technique, the character must know:
1+ Tier 3 techs OR
2+ Tier 2 techs OR
4+ Tier 1 techs OR
1 Tier 2 tech AND 2+ Tier 1 techs

Not quite, in both cases, to get a T4 technique, you need to have spent at least 3 talents on lower level techniques (in various combos) before you can take the T4.

More if you skip a Tier of techniques. The current wording just allows some variation in how you get there (many of the T3 techniques are a little lackluster compared to the T2 and even T1.)
