Q: How to characters acquire their starting languages?

A: there are four steps in character creation which the character acquires languages.
1) Race: A character gains all Automatic Languages listed in their racial entry, if their race lists national, they only receive one national language
2) When you chose your Nationality you chose 1 native language, If your character already knows all of their national languages, this language is lost, see table 2-6 for a list of native languages.
3) After hero creation the character gains an additional number of languages equal to their passive logic, 1 of which must also be from their nation’s list of languages, If your character already knows all of their national languages, you may pick any language.
4) If the hero starts with ranks in linguistics they gain an additional language, 2 if they start with 3 ranks or more.

wording suggestions in bold

sounds like this idea is winning out

Everyone should remember that a lot of people should not be getting a National Language. The language you get is from your character's home region, not just anywhere in the nation.

I think Devin means that if, for example, you're playing a Ying Hir that you should be choosing Ying Hir as your language and not Erdukeen. I.e. Your "national" language should be appropriate to your starting area within a country.

All races but Ghost Scale say Native Nation, GS say National, if they give any choice (most just give specific language(s)). It would probably be logical to say in this case National means the same as Native Nation just to keep things consistent.

Maybe in a reprint run or as fan made amendment we can remake the table to indicate which regions would have what language for the nation and region table. For the most part I think you can figure them all out if you read the Codex Arcanis section of the core rule book, but laying it out for players to clearly see can't hurt.

Quick question about Skohir, as it only shows up on Table 2-6 and isn't part of the Language tree on 2-16. Would it be a sub set of High Khitani like Yhing hir, or a sub set of Yhing hir itself, or one of the Unique Tongues?

The Skoi are represented by Norse names, and the Skohir are a mix of Yhing Hir and Skoi. As such, Skohir would be related to Yhing Hir with notable "otherness". If real life equivalents are taken into account, it would have a similar root to Milandesian.
