In the Codex of Heroes it states: Dagger Belt: Simply a brace of dagger sheaths strapped to a wide belt (which may be either mounted along the front, side, or back of the belt) a dagger belt allows the wearer to store up to 6 daggers for only 2 Bulk. There are versions of this belt have been designed to store throwing blades instead of daggers, these belts hold up to 8 throwing blades for only 2 bulk. That should be 2 Encumbrance not 2 Bulk.
