If ANY maneuver is applied to TWF, you only gain none of the second maneuver' benefits to the second part.

Only insofar as it says "basic attack" with your off hand. However, there are some maneuvers (Flowing Sand, for instance) that say "make a basic attack against each target". This muddles the water when combined with adding the bit about single target attacks affecting each of the multi-attack targets. It was just a way to clean things up and avoid any ambiguity.
