and then insert the rules for not doing it with quick hands?

It is stated in the Quick Hands talent, in that it is a Free Action to drop (0 Ticks) and a Simple Action to 'draw' (2 ticks). Quick hands allows you to do both actions as a Trivial Action (1 Tick).

There is an important distinction. Readying a weapon or shield is a Speed 2 Action, NOT a Simple Action. You may combine a Simple Action with another action. You amy NOT combine a Speed 2 Action with another action unless it says it's Simple.
