So, I am trying to figure out ways of speeding up a move Vincent calls the "Dragon's Spike" which is using Mighty Swing with Arcane Strike utilizing an exceptional bastard sword(eventually) and Kenetic Bolt. In the future I may be using attack runes(Avalanche) and Smite Infidel with it. So, anything to help it become a non-interruptible action and possibly get the strain and recovery under 4(if possible) would help.

An Arcane Strike maneuver is never interruptible as it's a melee attack.

Yes because it's still a weapon attack. Pedro has confirmed this.

The core of Arcane Strike is that the Speed / Recovery is based upon the Weapon and Spell speeds. The only way to reduce those is to reduce the speed of the Weapon (Exceptional helps) or the Spell.

Celerity Rune when you get enough funds would help reduce both tick and /or recovery
