We actually touched on this on the old boards when someone asked about Tier 6 as epic characters. In the end it was anything that would be that powerful is a plot device and can do whatever is needed for the story.

Looking through the document, I saw a comment about when the second gift (blastpowder) was revoked. I assume it is back. Should that be on there somewhere as well?

Umm that was actually a very well kept secret from the last campaign:

in short, the gift was never revoked.

in long, the val'Abebi were really angry about all the blast powder that was used to blow up enpeyben, and they had announced that the gift was revoked and they could no longer make blast powder. this made blast powder much more expensive and scarce.

I'm not sure when the official was officially revealed.

Yeah, what Josh said.

The logical point where the val'Abebi would have said *surprise!* IMO would have been right after the final battle in Grand Coryan and their first embassy to the new Emperor Scipio. That's when I would have explained that choice and taken action and put the word out that blast powder was back on the market. Did it happen that way? Hasn't been explained yet. But for sure in this campaign blast powder is flowing if you can afford it.
