I need power/skill/weapon ideas for a Skill Hero that I want to make.

Prompt: John Wick meets The Punisher meets Batman. Aaaand Go!

Try this:

Flaws: Survivor's Guilt, Villainous Past,

Advantages: Diehard, (+various Focus)

Powers:
Celerity 3 [Allskill]
Enhanced Attribute (Pr) 4+[Allskill, Linked +1]
Enhanced Attribute (Vi) 4+[Allskill, Linked +1]
Enhanced Attack/Unarmed 4 [Allskill] {instead of Martial Artist}

Survivors Guide Powers:
Cat Fall 3 [Allskill]
Endurance 3 [Allskill]
Utility Belt 3 [Allskill]

Non-Skill (applied to a single weapon such as machine gun): Burnout Threshold 15
Enhanced Weapon/(energy type) 1+[Removable +1, Linked +1]
Poison (Poisonous Attack/SE: Stagger) 3+[EPS-Tech, Removable +1, Linked +1]
Energy Blast/(energy type) 2+[EPS-Tech, Removable +2, Linked +1, Recharge +2]; specifically for use with Energy Burst power trick - area attacks are very powerful against large mobs. Treat as an under-barrel grenade launcher.
Temporal Fugue 1+[EPS-Tech, Removable +1, Static +3]; use offensively for 'must hit' attacks like the Energy Burst power trick (NB: Celerity will be needed to reduce it to +Trivial)

Non-Power Source:
Armor 4+[Removable +1]

There's quite a bit of XP tied up in that, so you may need to drop the Skill Powers back to 1 rank and build them up later (depending on the Archetype, Attribute and Skill Package spends). Anything with Flaws should be purchased as high as possible due to the long-term XP savings at creation.

This is a huge help!!

I only have 150 xp to spend at the moment so I will likely have to dial down some skills or powers (as you stated).

I'm not too familiar with Cat Fall, Endurance, and Utility Belt.

Pretty much as they sound; they all use the Passive Power Value (not the Ranks), so hitting Rank 1/3/5/8 is the target.

Cat Fall = less falling damage (Super Hero Landing!!!!).

Endurance lets you go days without sleep (and gives extra Stamina as a bonus).

(Batman) Utility Belt lets you pull a wide range of single-use objects to match the plot; need a kilo of C4? Done! Broken your favourite lockpick? Find a replacement! Wet hair from a swim? Pull out a battery powered hairdryer! {that last one is silly...}
As an Allskill power, you do need to reasonably be able to have it on your person (other Power Sources can pull out anything the Editor will let them get away with).

What Machine Gun would you recommend and what stats do I need to pump up to make sure I'm getting the most BANG! for my buck? (Hehehe)

My personal favourite is 20mm Vulcan (ie. Heavy MG using SH rounds + enhanced attack for the die bump to 3d8).
However, talk to your editor first about the difficulty of finding ammo in the setting (Camp vs Gritty). Second option is Light MG with H rounds (making 2d8), a "super thommygun".

Can a skill hero have just one Powered item? Like, for example, could we give this guy armor and apply multiple limbs to make aiming (+2 to attack rolls) and reloading (Tick cost -X where "X" is ranks in multiple limbs)?

Skill hero can, but with restrictions as mentioned in this thread viewtopic.php?f=24&t=2900
