After a good search of the books, I couldn't find this anywhere. Is this something that should be added to the upcoming errata? It seems logical but I can see it the other way too, so without any rules actually forbidding it, I would think it is currently legal by the text o fthe books - and thus would suggest it gets put in the errata.

After conferring with Tony, it will be listed on the cert. Cursed items can have runes added to them (which then become part of them and cannot be removed), but they cannot have any taken away.

Glad this was discussed before the certs went out. Somehow methinks it wasn't already on the cert... :) I still think that getting it into the rules somewhere that runes can't be removed from cursed items is a good idea.

I think the issue has less to do with the Curses and more to do with them being Awakened. After all, if they are conscious items, they won't ALLOW you to remove their runes in the same way you wouldn't (necessarily) allow someone to remove your arm.
