Pg.19 of the main rule book states that a Skill Hero may only purchase 4 ranks in any starting power. How does this affect Power Flaws? Is a Skill Hero still allowed to go above the 4 ranks with Flaws due to the book stating that can only buy 4 ranks or is this limitation also imposed on the final rank of a power (regardless of Power Perks and Flaws)?

Entangle Power (pg. 62 of main rule book) states "You may Grab/Grapple an opponent within range utilizing your power rank instead of your Melee/Athletics skill. Additionally, your target cannot reverse the grapple (See Grappling pg. 91)".

Does this power grant access to the subsequent grappling maneuvers (on pg. 92) at range as well? If no, can a power trick be developed to permit such?

You can buy up to 4 ranks, then further modify it though flaws/perks... to you can technically a "All Skill" power past 4 ranks, but never be able to improve upon it.

No, but you can, of course, develop power tricks if the editor allows of coarse.
