Given that the Gods of the Pantheon of Man have traveled through time and alternate realities for the sake of manipulating events; and given that even powerful mortal magic can enable time travel; and given that the Voiceless Ones can send false images back through divinations of the future to mislead Larissans...

Is it not also feasible that the Creator and the Cosmic Dragon and the Unspeakable One have also used time travel to manipulate events to work out in the way they desire?

The biggest difficulty of analyzing time travel in Arcanis (or any story, for that matter) is knowing what the "rules" of time travel are since they differ across fictional universes and aren't spelled out for us players with merely mortal characters.

Is it feasible for the Gods to go back in time and manipulate events? Yes, it has been shown in fiction before on multiple occasions. The problem with time travel, however, is that by introducing it into the world you effectively invalidate much of the weight of events in that universe. It is the Terminator Paradox, where if you send someone back in time to stop an event from happening, you also prevent the world which would require that person to be sent back in time, which means the would never be sent back in time, which means none of it happened. Alternatively, you send someone back in time to change events so that it wouldn't happen, but everything happens for a reason so ultimately the same thing will happen just under different circumstances.

You also bring up the thoughts of everything existing as parallel universes, where any changes in the timeline you make does nothing more but create a parallel universe where that event did not occur without changing your universe at all. If we follow this theory, there is a universe where Illiir et al did not go back and 'rewrite' history where humans came to power, where the Heroes did not manage to stop Uhxbractit from interfering with the battle of Hope's End, etc. It could be interesting for the Heroes to go to one of these alternate realities (and, possibly, they did in one of the 3.5 mods) where a single event did not occur and have it treated as a 1:1 (as in they go to a present, but parallel reality instead of a future or past).

You are right that we don't know what rules and restrictions exist on time travel. (Powerful) Mortal magic once sent PCs forward to a possible future. It's not clear if mortal magic in any form can alter the past.

It seems that the PoM collectively traveled backward in time to set in motion the destruction of a race that would open up Onara to humanity (and incidentally the Issori, Ssethrics & elorii too). Did it take their combined might? A special circumstance? Is something most true divinities can do? Can Belisarda time travel? Can one divinity stop/thwart another?

We don't know. But it seems obvious to me that of course it's a possibility that other very powerful entities could time travel.

Have they?

I don't know.
