I suspect that they were created by the Creator. That's not a tautology, but I mean I suspect that THE CREATOR created them. I also suspect that they worshiped the Creator at one point, and some of them still do. At least, in one incredibly obscure, possibly apocryphal text, there is claim of such.

Ig of the Many Tongues and the city-state of Quaaga were described in the original Codex Arcanis as well as in a series of adventures in one IK domain in Living Arcanis d20.

As an aside, I think it would be an interesting match to watch Ig's legion go toe-to-toe against Calmemnon's.
