Actions that affect canon either take place through the Critical Events Reports that are turned in on time or at events with either PCI Staff or Campaign members present.
As can be seen through events that occurred in the latest iteration of the campaign, "The Fat Man" rose to the pinnacle of the clerisy in Milandir before he shuffled off this mortal coil.
