That is my read as well. I have built Dragonbait under this assumption, and he is an Undisciplined Psion on the Path of a Milandisian War Mind (and planning on a Sword Sage at higher Tiers).
If they do not qualify as Vals, that REALLY limits them as to what they can choose from in terms of psionic-related Paths.

The simple answer to this would be "The Hatchlings of Ven val'Sosi qualify as Vals for anything which is not specific to a particular Val family" in terms of Paths, Talents, and Backgrounds." However, because of how unique of cases these little snowflakes are, the simple answer may not be true.
