ARPG pg 117

I dont see how that can be more clear

That is funny because in order for a Black Talon ss'ressen to take the Shaman Initiate background, it must be a male that worships Jeggal Sag. Contradiction there.

ARPG pg 132 and errata

Here is the whole paragraph you were quoting from P117,

SamhainIA wrote:

The Mother Church claims that the Fire Dragon is actually
an aspect of Nier, but the Black Talons refuse to believe this.
The females of the Clutch hold positions as priestesses and
zealously enforce the worship of the Fire Dragon among the
Black Talons, and hunt down any ss’ressen who worship any
other Power. The only exception is a tolerated veneration of
Jeggal Sagg, but he is considered a minor power at most.

It clearly says that there is veneration of Jeggal Sag. Hope this clears up this issue.

Also relevant is the quote,

Quote:
During the Dragon Wars, Jeggal Sag was wounded and bound beneath a gigantic mound in the Kradljur Morass. Disciples must make a once-in-a-lifetime pilgrimage to the mound; a duty so sacred that even the exiled Black Talon ss’ressen are given free passage.

Thus showing that there are religious pilgrimages and Jeggal Sag worshippers among the Black Talons

Gentlemen,

I applaud your tenacity in quoting sources, but its irrelevant to the question at hand.

Veneration is not worship. In the Catholic religion, one venerates a Saint; one does not worship him/her.

The same with Jeggal Sag - while a few (very few) Ss'ressen feel the "call"; they are not priests as Jeggal Sag, as quoted above, is a minor power and does not have specific Cants.

Additionally, there aren't any temples in his name, but for the place where it is bound. Thus, there are no templars to Jeggal Sag as there isn't anyone actively guarding said mound.

Now, if you want to be one of the very few Ss'ressen warriors that has attached himself to an adherent of Jeggal Sag, be my guest. But this is a splinter group or a cult, if you will, at best.
