so how would a control caster take this?

Secret Spell? A Path (Learn Spell: Compel Animal)? Like many of the Limited Talents that have prerequisites that don't matter because they are gotten via a Background or Path, listing this under a Tradition which technically cannot take it leaves options open for individuals to get this spell at a later date with future supplements.

its available to other traditions normally, it just should be available to control, it just they cant meet the pre prequsites
