When selecting a new nation every three ranks in Etiquette, what are considered legal choices? I was thinking of taking "The First City" as my choice, but I wanted to verify that it qualifies...

The first city is an interesting place, a place controlled by 3 distinct power bases..

You would need Coryani, Khitani, AND The First City.... just saying

Oops I think I was thinking Streetwise, which is based on "City". So you'd need one Streetwise location but 3 "Nations" in order to have full Etiquette in all the different areas?

Oh, you can take Streetwise for the first city.. it's a very choice appropriate

and correct in the Etiquette, you would need all three nations to deal well with all the power brokers in the city
