the fire damage bypasses AR, why wouldn't it bypass Fire AR? Does
the fire AR say it protects from bypass effects?

of elemental runes to protect against
the elements.

The rules state this under
the elemental runes worn on Armor and Shields.
"In addition, Runes bonus applies against <element> spells that would ignore
the target's AR"
