non-val who get this via Ansharan Gatekeeper can't use it (Bloodrank 0 / 3 = 0 uses).

Suggestion: "...for every three ranks in Arcanum (Cants) or 3 Bloodranks (whichever is greater)..."

I believe most such talents should have "x uses (minimum 1)", though this should be confirmed by Matt.

It was my understanding that being granted this Talent gives you a blood rank of 1 for purposes of the talent. Thus allowing a non-val'Inares GateKeeper to travel 100'.

Actually I would reword that a little bit, that you get the power at the "default" level rather than saying you virtually having a blood rank for the purposes of the talent...but it ends up in the same place. In this case 100' feet away.
