Page 185 of the core rulebook says:
Special: Enlarged Legs, Hunch Back, and Malformed Arm all require the gnome utilize custom fitted armor (see Equipment, pg. 230).

Page 247 of the core rulebook says:
CUSTOM: This armor must be fitted to the wearer; if you wear a set of armor with this property that has not been custom fit to you, the AR is reduced by the Bulk of the armor, and you also suffer double the armor’s Bulk penalty to all skill uses which rely on Might or Quickness.
It is possible to have a suit of armor with this property refitted, but doing so costs one-third of the armor’s cost.

If armor that is found is currently non-custom, can the armor have the custom property attached to it? If so, how much would the cost of that be?

If it can be attached to normal armor, and the armor is a certificate that has 2 prices listed (Normal Sale Value vs Sale Value to any church), would it be safe to assume the modification cost goes off of the base Sale Value?

Thank you.

Hmmm....

You can't add the Custom trait to normal armour using the Equipment chapter.

A couple of spells allow modification, but don't specifically give the trait:
Quote:
Shapechange (sp)
Wings: You can grow a pair of wings from your back. If you are wearing armor, it must be specially made to accommodate such wings (a simple modification costing 1 Gc).

Valinor's Wings (sp)
Special (Armor): Armor must be modified to accommodate the growth of wings (commonly costing 5gs).

Something that the campaign staff need to address.

I think the cost of customizing/fitting robes/clothing would be significantly less than for armor, for obvious reasons. The rules currently reflect that clothing is easier to make fine and exceptional on pg 238:

Quote:
Clothing and Accessories
The prices for clothing are generally for average apparel, with a few exceptions. You may purchase Fine or Exceptional quality versions of clothing for 5x or 10x the normal value. The listed encumbrance values are when worn; all clothing has an Encumbrance of 1 while being carried.

And I would think the same logic would apply to the cost of customization, as it's easier to modify cloth than steel. So instead of it costing one third of the cost of the clothing to customize, I would think it would cost somewhere between a half and a tenth of that. So I'd guess in the 5-10% of cost of the clothing, but that's just my thoughts.

I'm no one important. You'll need an official call.
