A chair leg, or anything else not specifically designed to be a weapon is an improvised weapon. It should therefore get a flat =5 to hit, and have no weapon tricks. Combat Aptitude will drop the -5 to -3, and Tools of the Trade will drop it to zero. But unless you are a Weapon Savant, your going to take negative modifiers anytime you go off script and use a random object for a weapon. There really is no easy way around this.

In the old 3.5 days the weapon savant had a special ability to use improvised weapons, otherwise other classes where out of luck.

So for me the question is "Do I care more for damage per tick, or for flavor." I can go Grand Master Club and get mighty sweeping strike at Tier 1. But if I want to do it with a beer stein I have to wait until tier 3. That is two tiers of weapon savant, to get tools of the trade for full proficiency with improvised weapons, then grand master improvised weapon.

The more I think about it, the more I like the flavor of the improvised weapon. I just have to figure out if i can do so without crippling my table at the BI.
