I suppose another question would be how this maneuver works with two weapon fighting. Does each attack count towards the maneuver?

Tick 5: Basic attack against the same target. Avoidance penalty hits 0.
Tick 9: Any attack against target, +1 damage bonus. Hero has recovery X.
Tick 1: Basic attack against the same target, +2 damage bonus
Tick 5: Any attack against target, +3 damage bonus. Hero has recovery X
(and so on)

Option Two
Tick 1: Attack with Concentrated Rage, Avoidance penalty becomes -1. Hero has recovery of 1
Tick 5: Basic attack against the same target.
Tick 9: Concentrated Rage attack against target, Avoidance penalty hits 0. Hero has recovery 1.
Tick 1: Basic attack against the same target.
Tick 5: Concentrated Rage attack against target, +1 damage bonus. Hero has recovery 1
(and so on)

I am guessing that the intention was probably option two, but the wording of the maneuver seems to suggest the first one.

The confusion was inadvertently created because Concentrated Rage was originally created as a Talent. Option 2 is the correct one. You only build the benefits when using this Maneuver (that is why it has such a low Speed/Recovery cost). However, once built up, they apply to all attacks. For example, if you make 4 Concentrated Rage attacks with a Greatsword and have a 4 Resolve, you have 0 penalty to Avoidance and +4 damage to all attacks. (Remember, though, this is a static bonus from a Martial Technique and would not stack with other static bonuses from Techniques....like Mighty Swing)
