Errata FAQ; you can still make a Combat Man with a recovery of 0 whilst under Recovery.

In this case, there is also no recovery to assess, until the second action is taken.

I think this is correct (at least RAW). I think you can free strike while in the middle of a spinning strike (don't get recovery till the end of the maneuver + FS has rec of 0). We have a local Spinning Strike character & I think this has come up once or twice with enemy spells.

Still I think a judge saying you've forgone the spin to whack the provoking enemy isn't unreasonable. I'd ask first and make the appropriate choice.
