It's defined a few different ways in the book:

Voice of Honey: Can't perform any Perception Based Action Skill Rolls

Inspirational Performance: Can't perform any Perform or Empathy Based Action Skill Rolls

Ghostly Adversary: Not defined, but combines with granting Tactical Edge

Distracted is on Page 145 in COH and is provided in addition to the items that you listed.
