I would assume Deceit, but I can't find any rules for Disguises in the books.

Correct, or Preform (Acting)

Heck it may be a combination of both.. one for looks the other for personality

How do the mechanics work? What's the opposed roll? Are there bonuses/penalties for familiarity with the target being impersonated? If these aren't defined, I"ll add it to the 'wishlist'

that would be a cool addition to some book

it would be against the passive skill value unless the opponent has some clue that the target is off, or has a higher passive value the the person disguised

Empathy vs. Preform (Acting)
Perception vs. Larceny

I've asked similiar questions before. I generally think you could use the rules for the "shedding the skin" spell as the template:

Shedding the Skin

(snip) You also gain a +3 bonus to all Deception
and Performance (Acting) when attempting to convince
others of your disguise. You may change your disguise at
any time as a Demanding skill action.

Special (Detection): Anyone meeting you with
probable reason to be suspicious of your form (for
example, taking the form of a Ssanu who was reported
to have been killed a few days prior, or taking the form
of a Val who had just left the villa a few hours before)
gains a Perception (Lo) Action Skill Roll against your
passive Arcanum value to detect a flaw in your disguise.

But that doesn't cover nonmagical disquises. Since other disquise types spells generally say, "you cannot assume the appearance of a specific individual," the only way to do that would be through the use of mundane skills. I would like that to fall under Deceit, but that seems to be making the skill a little broad.

I think it belongs under Deceit primarily but with a note under Perform that you can use Perform (Acting) instead of Deceit when interacting with someone while under the effects of a disguise.
